Employee Benefits Trust



The Employee Benefits Trust administers many valuable programs that benefit employees, retirees and their dependents.  The wide range of benefits that are administered through the Employee Benefits Trust Division include:

Health Insurance
Health insurance is offered through Blue Cross/Blue Shield of Texas.  There are two health plans to choose from - an Enhanced Plan and a Core Plan.  An employee can choose to cover only themselves or their entire family.  An employee may enroll in either of the Blue Cross Blue Shield of Texas Health Plans upon being hired by the City. 

Blue Cross/Blue Shield Enhanced Plan 
The cost of this plan is as follows - Employee $208.54 per month; Employee/Spouse $476.60 per month; Employee/Child $479.94 per month and Employee/Family $678.56 per month.

Blue Cross/Blue Shield Core Plan 
The cost of this plan is as follows - Employee $72.68 per month; Employee/Spouse $272.60 per month; Employee/Child $214.74 per month and Employee/Family $389.50 per month.
 
Humana Dental Insurance
Dental insurance is offered
through Blue Cross/Blue Shield of Texas.  Employee only is $2.70 per month.  An employee can enroll their family in the Dental Insurance Plan without enrolling them in the Health Insurance Plan.  The cost of adding a spouse to the dental insurance plan is $13.08 per month and the cost of adding your children to the plan is $14.02 per month.  The cost to add your entire family to the dental insurance plan is $25.40 per month.

Express Scripts Prescription Coverage 
The prescription program is provided through Express Scripts.  It allows employees to purchase 30 day and 90 day supplies of medication.  For example, the cost to an eligible employee for a 30 day supply of a generic prescription is $10.00; for a brand name preferred $40.00; and $60.00 for a Brand Name Non-Preferred.  A 90 day supply of prescription medicine is at even greater savings to the employee; $20.00 generic; $80.00 brand name preferred; and $120.00 brand nonpreferred.  Mail order service is also available. 

Employee Family Health Center 
The Employee Family Health Center is available to all employees and to those dependents who are enrolled in the City's Health Insurance Program.  Children being seen at the Employee Family Health Center must be three years of age or older.  The cost of the Employee Family Health Center for the employee depends on whether the employee is on the City's Health Insurance Program.  For employees on the City's Health Care Insurance Program, there is no fee.  If the employee is not on the City's Health Care Program, the cost is $25.00 per visit.  Dependents who are not enrolled in the City's Health Insurance program may not use the Employee Family Health Center.

457 Voluntary Retirement Plans 
The City participates in two optional 457 Retirement Plans.  One is through the ICMA Retirement Plan and the other is offered through the Nationwide Retirement Solutions.  Both are strictly voluntary and contributions are made through payroll deductions.

Flexible Spending Account
This is a way to set aside tax-free funds for qualifying expenses as established in the flexible spending account plan for the employee and their dependents.  The money in this account is to pay for non-reimbursable medical expenses.  Employees may annually set aside up to $2,500.00 of income for qualifying expenses.  An additional $5,000.00 can be set aside for child care This money is sheltered from income taxes.

AFLAC
Provides additional insurance options such as insurance for cancer treatment, specific health events such as heart attack, stroke and others, personal accidents, daily cash payments if hospitalized, short term disability, intensive care, and long term care. 

Life Insurance
Life insurance is provided to employees at no cost.  Each employee is covered for an amount equal to one times their annual salary. Optional life insurance is available at the discretion of the employee.  An eligible employee may choose supplemental life coverage through Sun Life Insurance in increments from one-half to four times the amount of their annual salary.  They may also choose supplemental life coverage for a spouse and/or dependent children up to the age of 25.
