R. Kinley Hegglund, Jr., City Attorney

Kinley Hegglund is the City Attorney for the City of Wichita Falls. He has served in the Wichita Falls City Attorney's Office since May of 2000. Kinley began his career first as the City Prosecutor, where he gained criminal prosecution experience by trying over 100 jury trials and over 1,000 cases to the bench. Kinley was then promoted to be the Senior Assistant City Attorney in 2004. In that capacity, he launched and led the gang injunction program in Wichita Falls and became the leading authority on gang injunction litigation in Texas. Kinley additionally handled the City's personal injury caseload, eminent domain litigation, and was the office's planning and zoning attorney. Promoted to City Attorney in 2014, Kinley handles all city council legal matters and advises senior staff.

In addition to representing the City, Kinley is the legal advisor for the Wichita Falls Economic Development Board, Wichita Falls 4B Sales Tax Corporation, and the City-County Hospital Board.
