The City of Wichita Falls Neighborhood Resources Division administers two primary entitlement grants from the U.S. Department of Housing & Urban Development (HUD). These grants are the Home Investment Partnership Program (HOME) and the Community Development Block Grant (CDBG). Both funding sources are formula-based programs that primarily benefit low/moderate-income neighborhoods, non-profit organizations, persons, and households within the community.

| Community Development Block Grant (CDBG)
The Community Development Block Grant Program is a flexible program that provides financial resources to address a wide range of unique community development needs by providing decent housing, a suitable living environment, and a chance to expand economic opportunities, primarily for low- and moderate-income persons. Each activity must meet one of the following national objectives for the program: benefit low- and moderate-income persons, prevent or eliminate slum or blight, or address community development needs having a particular urgency becuase existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.

First Time Homebuyer Program
Currently provides $6,000 for qualified first time homebuyers to help pay expenses related to closing costs, down payment requirements or reduction of the mortgage loan amount, and for certain limited repairs after the purchase of the property. Learn more

The City administers a Minor/Emergency Repair Program that performs certain limited repairs of approximately $5-7,000 on single-family, owner-occupied homes of qualified low-moderate income applicants. Learn more
Community Housing Development Organizations
A set-aside of 15% of each year's Home Program grant is awarded to a qualified Community Housing Development Organization (CHDO) to support the development of affordable housing for low income households within the city. More information
|HUD Fair Housing
HUD has played a lead role in administering the Fair Housing Act since its adoption in 1968. The 1988 amendments, however, have greatly increased the Department's enforcement role. First, the newly protected classes have proven significant sources of new complaints. Second, HUD's expanded enforcement role took the Department beyond investigation and conciliation into the area of mandatory enforcement.
